Próspera is a privately developed ZEDE on Roatán, Honduras. ZEDEs were created to attract investment by giving zones high legal, regulatory, tax and administrative autonomy. Critics argue this undermines Honduran sovereignty, democratic control, labour/environmental protections and local land rights. Honduras repealed the ZEDE framework in 2022, and its Supreme Court later declared ZEDEs unconstitutional, but Próspera continues to dispute this and has brought a multibillion-dollar investor-state arbitration claim against Honduras
